Ms. Kay Mowell, Communications Manager

Ms. Mowell began her career as a 911 operator at the Fort Lauderdale Police Department in 1988. She became one of the first operators to be cross-trained in all aspects of the Communications Center and became one of the first Communications Training Officers with the agency. She was promoted to a Shift Supervisor in 1997 and became the Communications Training Unit Supervisor in 2004. In addition to the day to day and administrative operations of the Miami Gardens Police Communications Center, she is the FCIC/NCIC Agency TAC Department as well as being a certified instructor and the records custodian for all audio transcripts associated with Communications.

Ms. Mowell has been charged with, and succeeded, in establishing the first Miami Gardens Police Department Communications Center.  The Miami Gardens Communications center is one of the busiest communications centers in the County.

The Communications Unit is a portion of the Support Services Division that operates 24/7 and is comprised of specially trained civilian personnel that are tasked with triaging incoming emergency and non-emergency calls and determining proper response of resources. This unit also operates the links to the state and federal computer systems that handles information on missing persons, stolen vehicles, driver’s license status and stolen articles in addition to being the custodial unit for all audio recordings of police radio transmissions and telephone calls to the Miami Gardens Police Department Communications Center. Approximately 169,000 non-emergency calls alone are received and processed in addition to the 3,000 entries into the state/federal computer systems that are made  in the Communications Center annually. Personnel receive on-going training to prepare them for a variety of situations and emergency preparedness.

The Communications Unit strives to deliver proficient, courteous and professional services to all Miami Gardens Police Officers, residents and citizens they come in contact with.
